Rent Stabilization - Measure C Update
On June 6, 2017, Santa Rosa residents vote on Measure C to approve or reject Ordinance 4072- the Rent Stabilization and Other Tenant Protections Ordinance (“Ordinance”).
Although the Sonoma County Registrar of Voters has until July 6, 2017 to tabulate ballots and report elections results to the City Clerk, the City anticipates receiving results regarding Measure C at an earlier date.
The City will post the results of the election and other helpful information on this site as soon as possible.
On June 23, 2016, the Santa Rosa City Council adopted a temporary moratorium restricting rent increases on certain residential rental units in Santa Rosa to no more than 3% in a cumulative 12-month period. That moratorium was extended on July 7, 2016 but was later repealed and is no longer in effect.
On August 16, 2016, the Santa Rosa City Council adopted an ordinance requiring landlords to have “just cause” to evict tenants from certain residential rental units in Santa Rosa. That ordinance was also repealed and is no longer in effect.
On August 30, 2016, the Santa Rosa City Council adopted the Rent Stabilization and Other Tenant Protections Ordinance (Ordinance 4072 or the “Ordinance”). Ordinance 4072 limited rent increases for certain residential rental units to no more than 3% in a cumulative 12-month period, required just cause to evict a residential tenant and provided other tenant protections.
Subsequently, a referendum petition was submitted to the City challenging Ordinance 4072 and prevented the Ordinance from taking effect. On March 7, 2017, after the County Registrar of Voters determined that the referendum petition qualified to submit the Ordinance to the voters, the Santa Rosa City Council voted to place the Ordinance on the June 2017 ballot.
On June 6, 2017, Santa Rosa voters will vote on the Ordinance, which had been designated by the Registrar of Voters as Measure C. We are awaiting the results of the election. The Ordinance will go into effect only if a majority of those voting on Measure C voted “yes”.
