Starting in 2017, the City adopted a Housing First approach to address homelessness in alignment with Federal, State and local policy. Housing First is not housing only. Housing First includes a variety of services such as street outreach, emergency shelter, temporary housing, and supportive services aimed at moving people from homelessness into permanent housing. In March 2022, the City Council selected a consultant, Focus Strategies to develop a five-year Homelessness Solutions Strategic Plan and step-by-step action plan to address homelessness in the community and achieve “Functional Zero” homelessness in alignment with the Sonoma County Continuum Care (CoC). Development of the Strategic Plan is underway and anticipated to be completed in 2022.
