Hearn Veterans Village - MAP
Community Housing Sonoma County (CHSC) is proposing to subdivide parcel 134-011-013 (2149 W. Hearn Avenue) into four individual lots. In compliance with the RR-20 zoning designation, Zoning Code Section 20-22.040, Table 2-3, the four new vacant parcels would range in size from approximately 20,000 to 25,000 square feet. Future development of each new parcel would include a residential detached dwelling unit, an accessory dwelling unit, outdoor amenities, and associated on- and off-site improvements, for permanent Supportive Housing for 32 residents. Pursuant to Zoning Code Section 20-42.130, an ADU is allowed on any residentially zoned parcel with a proposed or existing dwelling unit.

Environmental Review
- A Notice of Intent to adopt the Mitigated Negative Declaration (IS/MND) was posted with the California State Clearinghouse (SCH Number 2020060603) and the Sonoma County Clerk’s Office, initiating a thirty-day public comment period beginning May 7, 2021 and ending June 7, 2021.
- As part of the response to comments effort, the City reviewed CEQA Guidelines Section 15168, which governs the preparation and use of program Environmental Impact Reports (EIRs), such as the certified Roseland Area/ Sebastopol Road Specific Plan and Roseland Area Annexation Projects EIR (2016 Final EIR), which encompasses approximately 714 acres of southwest Santa Rosa, including the subject Hearn Veterans Village project site. The City determined that the Hearn Veterans Village Project would not result in any significant environmental impact not examined in the 2016 FEIR, since all impact issues identified were previously evaluated in the 2016 FEIR. As such, no subsequent EIR is required. Accordingly, in lieu of preparing a Final IS/MND and pursuant to CEQA Guidelines Section 15164, the City of Santa Rosa has prepared an Addendum to the certified Roseland Area/Sebastopol Road Specific Plan and Roseland Area Annexation EIR (2016 FEIR).
