Plan for the Future: Master Plan
During the January 25, 2022 City Council meeting, in an effort to deliver the Roseland Community Park to its residents in the most timely manner, council voted to adopt a resolution to rescind Resolution No. RES-2021-162, which adopted the Mitigated Negative Declaration and Roseland Creek Community Park Master Plan, and directed staff to prepare an Environmental Impact Report (EIR) for the Park Master Plan as currently drafted. It is estimated that the EIR could be completed within seven months and thereafter the EIR and Master Plan would be returned to the Council for consideration and approval.
The Park delay is the result of a lawsuit against the City under the California Environmental Quality Act (CEQA), challenging the City’s adoption of the Mitigated Negative Declaration and approval of the Park Master Plan. The City remains confident in its project approvals and believes that a court would uphold the City’s approval of the Mitigated Negative Declaration and Park approvals. That said, the City is also aware that defending the lawsuit could delay development of the Community Park for one to three years and could cost the City more than $150,000 to litigate. Preparing an EIR would take less time, expend fewer resources, and would enable the City to deliver the Community Park to its residents in the most timely manner.

City Council Unanimously Approves Roseland Creek Community Park Master Plan
On September 28, 2021, following a robust public hearing with an outpouring of residents’ voices, City Council voted unanimously to approve the Roseland Creek Community Park Master Plan and Mitigated Negative Declaration.

Join us for a community dinner (5:30-6:00pm) and discussion (6:00-7:30pm) on the future of Roseland as the City finalizes the Roseland Creek Community Park Master Plan. An update on future housing, transit, park and commercial development plans for the Roseland area will be provided during the meeting to help residents with providing input specific to the future design of Roseland Creek Community Park. Roseland Creek Community Park - Proposed Master Plan
Update: 11/19/19
Updated Master Plan
The proposed Master Plan for Roseland Creek Community Park has been updated to support the findings of the environmental analysis (see IS/Proposed MND below) and for clarification as follows:
- Slight modification to bicycle/pedestrian trail, significantly reducing the number of trees impacted. After many hours of study and consideration, the arborist and survey team are recommending the trail be slightly relocated. This will reduce the number of trees that need to be trimmed from 270 to 89, and the number of trees to be removed from 18 to four (4).
- The environmental analysis shows no existing wetlands nor vernal pools on site, and thus the existing wetlands have been removed from the plan.
- Clarification of fitness stations along the trail limited to the most southern portion of the park.
- The word "outdoor" was added to the outdoor classroom for clarification.

Environmental Initial Study: Notice of Intent to Adopt a Mitigated Negative Declaration

In accordance with guidelines of the California Environmental Quality Act (CEQA), the Santa Rosa Recreation & Parks Department has prepared this notice to inform agencies and interested parties that it is releasing an Initial Study and Proposed Mitigated Negative Declaration (IS/Proposed MND) for the City’s Roseland Creek Community Park Project.
Project Description and Location:
The project proposes to develop a community park on the approximately 19.49-acre site consisting of four City-owned parcels located at 1027 McMinn Avenue, and 1360, 1370 and 1400 Burbank Avenue. Roseland Creek flows from northeast to southwest through the lower portion of the site. The proposed park would include a nature center, an outdoor classroom/community garden, picnic areas, a shade structure, a multi-use turf area, a nature-themed play area, sports court, parking areas, and a network of universally accessible trails including two footbridges across Roseland Creek.

After the review period closes, the Santa Rosa City Council will consider a recommendation to adopt the IS/Proposed MND for the project during a regularly scheduled public meeting, tentatively scheduled for January 2020. Environmental Initial Study: Notice of Intent to Adopt a Mitigated Negative Declaration

In accordance with guidelines of the California Environmental Quality Act (CEQA), the City of Santa Rosa Parks Division is preparing to provide notice to inform agencies and interested parties that it is releasing an Initial Study and Proposed Mitigated Negative Declaration (IS/Proposed MND) for the City’s Roseland Creek Community Park Project.
Update: 8/6/19
The City is continuing to consult with the U.S. and California Departments of Fish and Wildlife on the final determination of the California Environmental Quality Act (CEQA) declaration (draft environmental initial study). This process is expected to be finalized within the next 30-45 days. The release of the Initial Study for public review will follow and the public will then have 30 days to review the documents and provide comments. Once the public review process is complete, the City and its environmental consultant will finalize the Initial Study and prepare the Mitigated Negative Declaration for City Council adoption.The Master Plan and the Mitigated Negative Declaration will then be placed on the agenda as a public hearing before the Santa Rosa City Council. Please check back to this web page for continued scheduling and project updates.
Environmental review of the Master Plan for Roseland Creek Community Park has been delayed. At the recommendation of the City’s environmental consultant, Federal and State jurisdictional agencies will provide formal review of the draft environmental Initial Study prior to public release of the study. This process takes roughly 45 days, including a 30-day review period for the jurisdictional agencies. The release of the Initial Study for public review will follow and is anticipated to occur in the first week of June 2019, barring any unforeseen issues. The public will then have 30 days to review the documents and provide comments. Once the public review process is complete, the City and its environmental consultant will finalize the Initial Study and prepare the Mitigated Negative Declaration for City Council adoption. This step in the process is estimated to take two to three weeks to complete. The Master Plan and the Mitigated Negative Declaration will then be placed on the agenda of the Santa Rosa City Council. The estimated timeline for Council review and adoption of the Master Plan and Mitigated Negative Declaration is August/September 2019, barring any unforeseen issues.
The Master Plan for Roseland Creek Community Park received recommended approval from the Board of Community Services on March 28, 2018 and was reviewed by the Sonoma County Agricultural Preservation and Open Space District Advisory Committee for compliance with current conservation easements.
