PLAN FOR THE FUTURE

Grant Funding Pending
In February of this year, staff submitted an application to the Land and Water Conservation Fund, a federal grant program facilitated by the California State Parks. If successful, the requested funding would enable completion of design and construction plans, and subsequent construction of the overall Community Park project. According to State Parks, awards will be announced late summer 2022.
First Phase of Implementation
Construction plans and specifications for the Kawana Springs Community Garden are nearing completion. The garden site is located on Kawana Springs Road, between Franz Kafka Avenue and Meda Avenue and will be connected by a pathway to the future community park site which will be situated just to the east. The remainder of the park will be developed as funding permits.
We anticipate construction documents to be completed by the end of August 2022, with the project bidding in the fall, and construction timeline to follow depending on a successful bid outcome and favorable weather conditions.

CEQA Determination and Master Plan Approved
On Tuesday, 11/12/19, the Santa Rosa City Council voted to approve the California Environmental Quality Act (CEQA) Determination and Master Plan for Kawana Springs Community Park. The project will develop an approximately 19.2-acre site located at the corner of Kawana Springs Road and Meda Avenue in the southeast quadrant of the City of Santa Rosa. The proposed park includes a fitness course, community garden, half basketball court, sand volleyball court, outdoor table tennis court, pump track, dog park, bathrooms, bocce court, open turf, gathering pavilion, picnic areas, children’s play area, parking, and a paved trail adjacent to Kawana Springs Creek. A clear span pedestrian bridge is proposed over riparian habitat and Kawana Springs Creek on the northeast corner of the site. To view the Master Plan, please use the link below:

City Council Public Hearing - Master Plan & CEQA Determination
November 12, 2019 at or after 5 p.m.

The Santa Rosa City Council will consider approval of the California Environmental Quality Act (CEQA) determination and the proposed Master Plan for Kawana Springs Community Park on November 12, 2019. It was necessary to postpone the date for the public hearing due to priority items related to homelessness and affordable housing scheduled for the City Council agenda over the next 4-8 weeks.

Environmental Initial Study: Notice of Intent to Adopt a Mitigated Negative Declaration
Review Period: April 10, 2019 to May 9, 2019
In accordance with guidelines of the California Environmental Quality Act (CEQA), the City of Santa Rosa Recreation & Parks Department has prepared this notice to inform agencies and interested parties that it is releasing an Initial Study and Proposed Mitigated Negative Declaration (IS/Proposed MND) for the City’s Kawana Springs Community Park Project.
Project Description and Location:
The proposed project would develop an approximately 19.2-acre site located at the corner of Kawana Springs Road and Meda Avenue in the southeast quadrant of the City of Santa Rosa. The proposed park includes a fitness course, community garden, half basketball court, sand volleyball court, outdoor table tennis court, pump track, dog park, bathrooms, bocce court, open turf, gathering pavilion, picnic areas, children’s play area, parking, and a paved trail adjacent to Kawana Springs Creek. Review IS/Proposed MND:

After the review period closes, the Santa Rosa City Council will consider a recommendation to adopt the IS/Proposed MND for the project during a regularly scheduled public meeting, tentatively scheduled for August 6, 2019. Please check back to this web page to confirm the date and time of the City Council meeting and for all project related updates.
Master Planning Process - 2017
The City of Santa Rosa Recreation & Parks Department is working with GSM Landscape Architecture, Inc. and David J. Powers & Associates to develop the Master Plan for Kawana Springs Community Park. David J. Powers is providing environmental analysis of the park area and GSM is working on the design plan. A series of community meetings were held during the spring and summer of 2017 to guide development of the Master Plan for Kawana Springs Community Park, a 19.2-acre park located in southeast Santa Rosa at Kawana Terrace and Meda Avenue. The meetings concluded with recommended approval of the Draft Master Plan from the Board of Community Services on August 23, 2017. At that time, the plan was to be presented to the City Council for review in six to eight months. However, the Tubbs Fire of October 2017 significantly impacted the City of Santa Rosa and delayed the park planning process.
