Kawana Spring Community Park and Gardens

Kawana Springs Community Park

The Land and Water Conservation Fund (LWCF) Program, administered by the State Department Parks and Recreation’s Office of Grants and Local Services, awarded the City’s Recreation and Parks Department with a matching grant of $2.9 million to develop Kawana Springs Community Park. Park Development Impact Fees will bridge the remaining funding gap for this $5.8 million park project. 

The City awarded the Design-Build contract to the local consulting firm, Quadriga Landscape Architecture, to develop the design and construct the park based on the approved Master Plan. Over the next several months, the City, in coordination with Quadriga Landscape Architects, will engage with the community and key stakeholders to obtain input on the parks final design. 

Park construction plans are expected to be completed by the end 2024, with construction to start in the spring of 2025, weather permitting. In accordance with the terms of the grant program, construction of the project will be completed by June of 2026.

Kawana Springs Community Gardens - Phase 1

Prior to the construction of the new 19-acre community park, a Community Garden project is planned for development to the west of the main park site on Kawana Springs Road.  Construction plans for the Kawana Springs Community Gardens will be finalized early in 2024. The project is anticipated to be advertised for bid in early spring 2024, with construction scheduled to be complete in the fall. 

The Community Gardens will include a fenced gardening area, with a variety of sized plots and features a fruit tree area, tool sheds, a picnic area, port-a-potty enclosure, and a small drop off and parking area.

Project Description and Location:

This Park project will develop an approximately 19-acre site located at 1715 Kawana Terrace in the southeast quadrant of Santa Rosa. 

As indicated by the approved Master Plan, the Park will include the following:

  • Large inclusive play area for children of all ages and abilities 
  • Picnic areas
  • A system of circulation pathways 
  • Open turf area 
  • Large and small gathering pavilions
  • Restroom 
  • Dog park
  • Fitness course
  • Bicycle pump track
  • Sand volleyball court
  • Half basketball court 
  • Variety of site furnishings

In addition to the new park, the Community Gardens, located at 1350 Kawana Springs Road, west of Meda Ave, will connect to the main park with a new paved pathway. The new pathway is planned to extend east along Kawana Springs Creek and connect to a proposed pedestrian bridge over the creek at the northeast corner of the Park site. 

Master Planning & CEQA Process

A series of community meetings were held during the spring and summer of 2017 to guide development of the Master Plan for Kawana Springs Community Park. The City of Santa Rosa Recreation & Parks Department worked with GSM Landscape Architecture to create the Master Plan for the Park, and David J. Powers & Associates provided environmental analysis for the project. 

The meetings concluded with recommended approval of the Draft Master Plan from the Board of Community Services on August 23, 2017. Then, the Tubbs Fire of October 2017 significantly impacted the City of Santa Rosa and delayed the park planning process. In April of 2019 an Initial Study and Mitigated Negative Declaration was prepared and open for public review and input for 30 days. On Tuesday, 11/12/19, the Santa Rosa City Council voted to approve the California Environmental Quality Act (CEQA) Determination and Master Plan for Kawana Springs Community Park.
