Online Permitting System and Digital Plan Room

Welcome to the City of Santa Rosa’s online permitting system. We have integrated our Accela permitting system with the Digital Plan Room (DPR), an automated system to aid in a streamlined and digital review process. You will be able to create an application record, upload plans online, review and respond to plan check comments, pay fees, and receive your stamped plan through the Digital Plan Room. Whether you are the property owner seeking an owner-builder permit, a contractor, or a design professional, anyone can register and use this system, however, the permit will only be issued to the owner-builder or the licensed contractor upon approval.

Types of permits currently available for the DPR:

  • Residential Addition and Alteration types. This includes, but is not limited to: o Roof mounted solar (For information on Solar App+, go here)
    • Roof mounted solar with energy storage systems (Energy Storage System ONLY permits are not able to be submitted this way at this time)
    • Voluntary Seismic Retrofits (per Standard Plan Set A)
    • Additions
    • ADU and JADU internal conversions
    • Interior remodels (ex. Bathroom, kitchen, etc.)
  • Residential Pools and Spa

Records available for auto issue for registered licensed contractors with current business tax certificates (Others may apply for these records, but they will not be auto issued):

  • Simple Trade permits that do not require a plan review, include, but are not limited to:
    • Simple plumbing – Water/sewer line replacement on property side, water heater replacements, etc.
    • Simple electrical – Main panel replacements, new outlets, etc.
    • Simple mechanical – AC replacements, Furnace replacements, etc.
    • Residential reroofs - Except for properties located within a Historical Preservation District
