Board of Public Utilities (BPU)
The Santa Rosa Board of Public Utilities (BPU) has general policy authority and direction over the management and operation of the City's water and wastewater facilities. The Board also directs other water operations managed by the City and water facilities owned or operated by the City.The BPU approves water and wastewater projects and awards contracts in accordance with procedures adopted by the City Council; negotiates property acquisitions consistent with the policies and practices of the City Council and within the parameters of state law; rents and leases Water Department property and property needed for City water purposes consistent with the policies and practices of the City Council and within the parameters of state law; and awards contracts for maintenance, services, supplies and professional services needed by each City utility in accordance with Council adopted procedures.

Board Subcommittees

Water ConservationThe Water Conservation subcommittee provides guidance on the implementation of the City's Water Conservation Program, reviews and approves the goals and projects of the Water Conservation Program, develops and recommends water management policies and regulations, evaluates new water saving technologies and promotes public education regarding water conservation. The subcommittee generally meets on a quarterly basis and consists of three members from the Board and City staff from the City Manager's office, Finance and Water Departments. | Grabill Walsh Watts |
Contract ReviewThe Contract Review subcommittee reviews and makes recommendations to the full BPU on new and ongoing consultant contracts, including but not limited to, the Geysers Recharge Project, Incremental Recycled Water Program (IRWP), and Advanced Metering Infrastructure projects. The subcommittee reviews contracts that are considered to be complex and require additional review, so a recommendation can be given to the full Board. | Galvin (chair) Badenfort Walsh |

Subregional Technical Advisory Committee (SubTAC)
The Santa Rosa Subregional Wastewater Technical Advisory Committee (SubTAC) was formed to present, review, and resolve mutual problems related to the Santa Rosa Subregional Water Reuse System and to advise the Santa Rosa Board of Public Utilities and the governing bodies of the user agencies. The SubTAC is comprised of one staff member from the City of Santa Rosa, the City of Rohnert Park, the City of Cotati, the City of Sebastopol and the South Park County Sanitation District.
The Subregional Technical Advisory Committee meets the 2nd Thursday of February, March, and October at 8 a.m. and the 1st Thursday of April at 8 a.m. at the Laguna Treatment Plant, 4300 Llano Road, Santa Rosa, California.
