Construction is underway to install the new protective bollards within Courthouse Square at the intersections of 3rd Street and Santa Rosa Avenue and 4th Street and Mendocino Avenue.

The City of Santa Rosa is finalizing construction plans to install new protective bollards within Courthouse Square at the intersections of 3rd Street and Santa Rosa Avenue and 4th Street and Mendocino Avenue. 

The project scope includes constructing two 85-foot-long traffic-rated bollard arrays at the north and south sides of Courthouse Square. The bollards will be spaced approximately 60 inches on center; which allows ADA access and prevents passage of most typical four-wheeled vehicles. Installation will utilize a shallow mat foundation to minimize the impacts on existing underground utilities. The existing permeable pavers will be removed during bollard installation and reinstalled in kind.

Bollards were installed as part of the Courthouse Square Reunification Project in April 2017; however, they were designed as a visual deterrent and are not adequate to protect pedestrians from a vehicle entering the Square. Since the reunification of the Square and prior to the pandemic, Courthouse Square attracted large crowds to the numerous events held in the Square each year. Due in part to the volume of activity and to protect individuals utilizing the Square from vehicular traffic, the City began exploring options to replace the non-rated bollards with more protective options.  

In addition to the bollard construction, the project will also include reconstruction of four existing ADA curb ramps on and around the Square. Minor adjustments in the existing ramp alignments will ensure ADA clearance between bollards.

Courthouse Square will remain open during construction which is anticipated to begin early-March 2021 and will require 8 weeks to complete.

For additional information, Grant Bailey, Project Engineer, will be presenting a brief project overview during the City of Santa Rosa Downtown Subcommittee virtual  meeting on Thursday, February 4, 2021.
