[ARCHIVED] Council Announces Intent to Appoint Jeff Kolin as Interim City Manager

The Santa Rosa City Council has announced its intent to appoint Jeff Kolin to serve as Interim City Manager of Santa Rosa.  The City Council will take action on Mr. Kolin’s employment agreement at its meeting on May 18, 2021.  If approved, Mr. Kolin will serve as Interim City Manager while the City conducts an extensive recruitment for a permanent new City Manager which is anticipated to take up to six months or more.

A recruitment for the interim role began in April after current City Manager Sean McGlynn announced his resignation to take over as City Manager for the City of Escondido.  

In their search for an interim, the City Council looked for a seasoned city manager who could provide stable leadership to keep the Council’s initiatives moving forward, work closely with public safety and the community in the event of emergency activations particularly during wildfire season, and actively and positively manage City operations to continue to serve the community.  

Mr. Kolin brings 41 years of local government leadership experience and expertise to his role as the Interim City Manager. Mr. Kolin started his career in the recreation field working for numerous cities in Southern California where he rose to become Deputy City Manager with the City of Santa Clarita.  He then served as the City Manager of the City of Pittsburg for three years.  From 2000-2009, Mr. Kolin was the City Manager of the City of Santa Rosa.  During this time period, Santa Rosa was recognized as one of the 30 most livable cities in the United States in recognition of the City’s commitment to affordable housing, historical preservation, environmental preservation, and downtown and pedestrian improvements.  In addition, Santa Rosa was also designated as a 2007 All-America City for its citizen-based approaches to meeting community challenges.  

Mr. Kolin was recruited by the City of Beverly Hills to serve as their City Manager from 2010 through 2015 from where he subsequently retired and moved back to Santa Rosa.  Since 2015, Mr. Kolin has been providing consulting services to local governments including executive coaching and training.  Mr. Kolin has a B.A. and M.A. degree in Sociology from California State University Long Beach and he is also an ICMA (International City/County Management Association) Credentialed Manager.

“Mr. Kolin’s extensive experience in city management coupled with his deep familiarity with the local community makes him a strong and capable choice for the interim assignment,” said Santa Rosa Mayor Chris Rogers. “These qualities are precisely what the City team needs while we begin a robust search for the next permanent City Manager.”

“I am excited about the opportunity to serve as Interim City Manager for the City and work with the City Council, community and staff during this transition period,” said Mr. Kolin. “Santa Rosa is my home and has many exciting opportunities before it as our efforts to fully recover from the impacts of a series of historic wildfires and the impacts of the pandemic continue.  I look forward to once again engaging with the community and building partnerships to address the critical priorities identified by the City Council.”
