[ARCHIVED] Roseland Area Slurry Seal Pavement Maintenance

The City of Santa Rosa will complete slurry seal preventative maintenance and other road rehabilitation and maintenance work on over 900,000 square feet of Roseland area residential, collector, and arterial streets from August 8 - 11. A map showing the dates each street in the Roseland area will receive a slurry seal preventative maintenance treatment is available at srcity.org/Roseland2021SlurrySeal.

As part of the Roseland Annexation Agreement that was finalized in 2017 between the City of Santa Rosa and the County of Sonoma, the County provides $6.2 million over a 10-year period to the City for roadway improvements to Roseland area annexed streets. The upcoming slurry seal project is the second phase of pavement maintenance in Roseland funded through this agreement with the County.

Slurry Seal is a cost-effective preventative maintenance treatment that restores the surface of the roadway and extends the overall life of the pavement. It consists of a thin coat of mixed asphalt emulsion and aggregate. Before the slurry is applied, crews will make asphalt repairs and seal roadway cracks, perform weed abatement and trim curbside trees as needed, remove existing road striping and sweep roadways. After the slurry has cured, traffic striping and markings will be replaced. 

Pavement work is typically conducted on weekdays, however, to help ensure a smooth transition for students returning to school, the City will complete pavement maintenance work on Burbank Avenue on Sunday, August 8; West Avenue on Monday, August 9; and the outside lanes of Sebastopol Road on Tuesday, August 10, so the road maintenance work in front of Roseland Creek Elementary School, Roseland University Prep, Sheppard Elementary School, and Roseland Elementary School is completed in time for the first day of school on Wednesday August 11.

During the slurry application period, traffic will be subject to delays. Access to businesses, homes and parking will be temporarily restricted during the four-day slurry seal process. “No Parking” signs will be placed along the streets receiving the slurry seal 72 hours prior to application. Motorists are advised to pay close attention to the date on the “No Parking” signs as vehicles left on the street on the day the slurry is to be applied will be towed. 

Each street receiving slurry seal treatment, will be closed from approximately 7 a.m. to 5 p.m. on the date of its scheduled slurry application. At the end of each day, contractor personnel will determine if a street is safe to drive prior to reopening the street to traffic. Motorists, bicyclists, and pedestrians should avoid crossing the wet slurry. Driving on wet slurry poses a safety risk and may also cause damage by adhering to the vehicle. The contractor will also install new street markings on streets surfaces once slurry seal work has concluded, which will require some traffic control, but the streets will remain open to traffic. 

Services such as mail and waste pickup will continue without interruption during the slurry seal application process. When slurry application and waste pickup occur on the same day, Recology will pick-up bins early and City or contractor staff will move the bins out of the road prior to slurry application. Residents and businesses in the impacted areas are asked to place their waste collection bins on the street the night prior to pick-up.
