On January 24, 2023, Santa Rosa City Council awarded a Design-Build contact with Wright Contracting LLC of Santa Rosa in the amount of $15.2 million, plus a 20% contract contingency, for a total not to exceed contract amount of $18.3 million. Additionally, the Council authorized appropriation of the Community Development Block Grant-Mitigation (CDBG-MIT) federal grant funding in the amount of $16.9 million, which will be applied towards the project funding.
Construction on this project, located at the corner of Fountaingrove Parkway and Stagecoach Road on a 2.11-acre site, is expected to begin summer 2023.
The new fire station will include, but is not limited to, the following:
- An approximately 8,690 square-foot, one story Essential Services and Wildland Urban Interface compliant fire station building, providing six dorm rooms allowing for upstaffing during weather events and three apparatus bays
- An approximately 10,295 square-foot operations yard providing apparatus circulation, and emergency generator and fuel storage to sustain the fire station during extended power outages
- The grounds include landscaping utilizing low maintenance, low water use, fire safe, native species, and space for tree mitigation
- A new public art piece will be accessible from the public area of the site
- Right of way improvements to the intersection and multi-use path for accessibility and ingress and egress of the apparatus
- The fire station will include environmentally friendly features such as:
- Meeting LEED standard for environmentally responsible construction
- Low Impact Development (LID) for on-site storm water retention
- Rooftop photovoltaic solar system
- Electric vehicle charging stations at parking areas

On Jan. 24, 2023, City Council will consider approving to award, by resolution, the $15.2 million Design-Build contract, plus a 20% contract contingency, for the Fire Station 5 Resiliency and Relocation project to the best value Design-Build entity Wright Contracting LLC of Santa Rosa. City council will also consider approval for the appropriation of the Community Development Block Grant-Mitigation (CDBG-MIT) federal grant funding to aid in the rebuild of the project.
The city received five Design-Build proposals for the Fire Station 5 Resiliency and Relocation project by the bid submission deadline of Nov. 8, 2022. Following review and scoring of the proposals, and interviews with the top two Design-Builder proposer teams, the five-member Selection Committee selected Wright Contracting LLC of Santa Rosa with COAR Design Group of Santa Rosa, as the best value Design-Build team recommendation to City Council to award a Design-Build contract for the project.
In October 2022, the City of Santa Rosa and the State of California Housing and Community Development (HCD) Disaster Recovery Program signed the Notice to Proceed (NTP) for the CDBG-MIT federal grant funding to aid in the rebuild of the Fire Station 5 project. The NTP is an authorization from HCD for the City to begin eligible expenditures against the $16,939,076 maximum amount awarded for the Project. Appropriation of the CDBG-MIT funding is contingent upon city council approval at their Jan. 24, 2023, meeting.
Design-Build Method
On August 31, 2021, the City Council, by motion, approved use of Design-Build procurement method as in the best interest of the city and authorized issuance of a Request for Proposals for the project. A Design-Build contract is an alternative contracting method in which a single Design-Build Entity both designs and builds a project.
A major benefit for the use of Design-Build on the Project is that a Design-Build process will expedite expenditure of CDBG-MIT funds by overlapping design and construction phases and reducing the overall project delivery schedule.
