Construction to Begin on Disaster Recovery Project to Build Affordable Apartments in Roseland

All financing is now in place, clearing the way for construction of the new Burbank Avenue Apartments complex in Roseland at 1780 Burbank Avenue, marking a milestone in Santa Rosa’s wildfire recovery. The project is the last of five affordable housing developments supported by $38.4 million in federal Community Development Block Grant – Disaster Recovery (CDBG-DR) funds administered by the City’s Housing Authority. It will provide 63 affordable one- two- and three-bedroom apartments and caps a total of 377 new affordable homes created by the five CDBG-DR projects – which also include Linda Tunis Senior Apartments, Caritas Homes, The Cannery at Railroad Square, and Laurel at Perennial Park.

Burbank Avenue Apartments will be developed by Santa Rosa-based non-profit Burbank Housing. Funding for the development consisted of approximately $25.3 million in CA HCD Accelerator Funds, $5 million in CDBG-DR funds allocated to the City by the California Department of Housing & Community Development, additional local City commitments totaling $8 million, and a private construction loan. The City’s Housing Authority will also commit 16 Project-Based Vouchers to provide ongoing rental assistance to the tenants. The development will provide 16 units targeted to households at risk of homelessness at or below 20% of Area Median Income (AMI), 8 units targeted to 30% AMI, 13 units targeted to 40% AMI, 14 units targeted to 50% AMI and 12 units targeted to 60% AMI households. 2023 income limits may be found HERE.
