The City of Santa Rosa is inviting submissions for a request for proposal (RFP) for professional consulting services to prepare a comprehensive general plan update and a environmental impact report.

With a community of 177,000 residents, Santa Rosa is looking to update its general plan in order to reflect the evolving scope and changes in its community and economy. In the past decade, the City has experienced low housing production including low-income housing, the destruction of housing and displacement of residents by the Tubbs fire, the annexation of the Roseland community, the legalization of the cannabis industry, and the creation of a rail line between the City and Marin County.

In addition to aid in incorporating these and other community impacts into the City’s general plan, this update will establish a new environmental baseline and mitigation measures that will help facilitate review of future projects according to the California Environmental Quality Act (CEQA).

RFPs are due no later than 4:30 p.m. on Thursday, October 17, 2019. Interested consultants are invited to attend an information meeting on September 25. Following the closure of the RFP, City staff anticipates interviewing consultant teams the week of November 11.
