Caltrans Office of Project Delivery and Professional Development recognize Dave Aver, Quality Control Technician, City of Santa Rosa  with a Certificate of Achievement award for his instrumental role in the success of the Joint Caltrans/CSU Training and Certification Program (JTCP) for roadway materials-testing technicians.

“Dave has been on-board with the program from day one, providing comments at the initial handbook review and being the instructor for the first pilot classes. He has since taught 14 sessions and has 317 students in his “teaching tree”. He is admired by his students for his energetic approach and deep knowledge of materials testing,” said Jeremy Peterson-Self, P.E., Program Manager, JTCP.

"This award acknowledges both Dave's passion for materials testing, and his dedication and hard work to the betterment of the industry," said Rich Yahn, Materials Engineer, City of Santa Rosa .

The JTCP is a partnership that helps make sure roadway funding, including SB1 funding, is spent wisely by preparing qualified technicians who are capable of testing and evaluating the materials used to repair roads to ensure they meet the exacting standards expected for quality, durability, and safety.

Supported by a $1.3 million grant from Caltrans, the program delivers training and certification for materials-testing technicians in the specialties of Hot-Mix Asphalt, Soils and Aggregates and Portland Cement Concrete. Classes are offered at California State Universities Long Beach and San Jose.
